Information on personal data processing for the participants of the 3rd Congress of Polish Statistics (Kraków, 26-28 April 2022)
Fulfilling the requirements of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data and repealing Directive 95/46/EC (General Data Protection Regulation)1 , hereinafter referred to as "RODO", the controller informs you about the principles and your rights related to the processing of your personal data.
I. Data controller
The controller of the personal data provided by you, hereinafter referred to as "personal data", is the President of Statistics Poland (GUS) with the registered office at al. Niepodległości 208, 00-925 Warsaw.
II. Data Protection Officer
The Data Protection Officer (DPO) can be reached:
a) by regular mail to the following address: IOD GUS, al. Niepodległości 208, 00-925 Warszawa;
b) by e-mail to: IODGUS@stat.gov.pl.
To the DPO should be referred only matters relating to the processing of your data by the controller, including the exercise of your rights under the RODO.
III. Purposes and legal basis of personal data processing
1) Personal data of participants (active and passive) of the 3rd Congress of Polish Statistics, hereinafter referred to as the "Congress", in the following scope: e-mail address, name and surname, name and address of the represented institution, and phone number if given – will be processed:
· on the basis of Article 6(1)(c) of the RODO, i.e. the processing is necessary for the fulfilment of a legal obligation on the controller, in connection with the organization of the Congress, and in relation to the archiving of documents under the provisions of the Act of 14 July 1983 on the national archival resource and archives (Journal of Laws of 2020, item. 164 and 1747) and the Ordinance of the Minister of Culture and National Heritage of 20 October 2015 on classification and qualification of documentation, transfer of archival materials to state archives and discarding of non-archival documentation (Journal of Laws of 2019, item 246), for the purpose of registering participation and providing administrative services to Congress participants and archiving documents;
· on the basis of Article 6(1)(e) of the RODO, in connection with performing tasks defined in the Act of 29 June 1995 on official statistics (Journal of Laws of 2021, item 955 and 1641), for the purpose of organizing training, further education and training in statistics and conducting scientific research, research and development work in statistical research methodology and classification standards, as well as the application of mathematical methods and computer science in statistics.
2) Personal data of authors and co-authors who are participants of the Congress in the following scope: e-mail address, name and surname, name of the represented institution as well as image processing and voice recording – will be processed:
· on the basis of Article 6(1)(c) of the RODO, i.e. processing is necessary for the fulfilment of a legal obligation on the controller, in connection with the organization of the Congress and in relation to the archiving of documents under the provisions of the Act of 14 July 1983 on the national archival resource and archives (Journal of Laws of 2020, item 164 and 1747) and the Regulation of the Minister of Culture and National Heritage of 20 October 2015 on classification and qualification of documentation, transfer of archival materials to state archives and discarding of non-archival documentation (Journal of Laws of 2019, item 246) and fulfilment of the controller's obligations related to copyright under the Act of 4 February 1994 on Copyright and Related Rights (Journal of Laws of 2021, item 1062), for the purpose of registering participation and abstracts, providing administrative services to Congress participants and archiving documents;
· on the basis of Article 6(1)(e) of the RODO, in connection with performing task defined in the Law of June 29, 1995 on official statistics (Journal of Laws of 2021, item 955 and 1641) for the purpose of organizing training, further education and training in statistics and conducting scientific research, research and development work in statistical research methodology and classification standards, as well as the application of mathematical methods and computer science in statistics;
· on the basis of Article 6(1)(a) of the RODO, in connection with the consent granted for the processing of images and consent to the recording of voice, for the purpose of documentation of the Congress and the promotion of official statistics.
3) Personal data of co-authors who are not participants of the Congress and whose data was given during the abstract registration by another co-author, in the following scope: name and surname, name of the represented institution - will be processed:
· on the basis of Article 6(1)(c) of the RODO, i.e. processing is necessary for the fulfilment of a legal obligation on the controller, in connection with the organisation of the Congress and in relation to the archiving of documents under the provisions of the Act of 14 July 1983 on the national archival resource and archives (Journal of Laws of 2020, item 164 and 1747) and the Regulation of the Minister of Culture and National Heritage of 20 October 2015. on classification and qualification of documentation, transfer of archival materials to state archives and discarding of non-archival documentation (Journal of Laws of 2019, item 246) and fulfilment of the controller's obligations related to copyright under the Act of 4 February 1994 on Copyright and Related Rights (Journal of Laws of 2021, item 1062), for the purpose of registering participation and abstracts, providing administrative services to Congress participants and archiving documents.
IV. Source of personal data collection
Personal data is obtained directly from the data subject, and in the case of co-authors who are not Congress participants, personal data is obtained from the abstract submission form filled out by the active participant.
V. Recipients of personal data
In relation to the processing of your personal data for the purposes set out in section III, your personal data will be processed by:
1) Authorized employees of Statistics Poland, the Statistical Office in Kraków, and by entities cooperating with the controller in the organization of the Congress and the storage of Congress-related documentation.
2) An unspecified group of recipients in connection with the image captured on photographs and the image and voice recorded on films or voice recordings from the Congress, as well as making them available without territorial and time limitations by means of reproduction and public display, streaming and sharing, also through the Internet.
VI. Period of retention of personal data:
1) Your identification data will be stored in the registration application for a maximum of 12 months from the date of registration.
2) The image captured on photographs and the image and voice captured on films or voice recordings of the Congress, for the purpose of documentation of the Congress, including the use in promotional materials and publications in the media from the Congress, as well as other promotional materials of GUS, will be stored without time limits.
3) For archiving purposes in accordance with the provisions of the Act of 14 July 1983 on the national archival resource and archives (Journal of Laws of 2020, item 164 and 1747) and the Regulation of the Minister of Culture and National Heritage of 20 October 2015 on the classification and qualification of documentation, transfer of archival materials to the state archives and the discarding of non-archival documentation (Journal of Laws of 2019, item 246).
VII. Rights of the data subject
You have the right to:
1) Access your personal data, including the right to obtain a copy of that data.
2) Rectify (amend) personal information.
3) Delete personal information.
4) Restrict the processing of personal data.
5) Object to the processing of personal data, based on Article 6(1)(e) of the RODO.
6) Lodge a complaint with the President of the Office for Personal Data Protection (to the address of the Office for Personal Data Protection, ul. Stawki 2, 00-193 Warsaw), if in your opinion the processing of personal data violates the provisions of the RODO.
VIII. Voluntariness of providing personal data
Your provision of personal data is voluntary and necessary for the purposes set out in Section III.
The consequence of failing to provide personal data will be the inability to participate in the 3rd Congress of Polish Statistics in Kraków April 26-28, 2022 and/or to publish or present a paper as part of the 3rd Congress of Polish Statistics in Kraków April 26-28, 2022.
You have the right to withdraw your consent to the collection and processing of your personal data at any time. Withdrawal of consent does not affect the legality of processing performed before the withdrawal of previously given consent.
Withdrawal of consent is made by sending a notice of withdrawal of consent for the collection and processing of my personal data to the e-mail address: kongres_2022@stat.gov.pl. Please indicate "WITHDRAWAL OF CONSENT" in the subject line.
IX. Automated decision-making, including profiling
Your personal data will not be profiled or subject to automated decision-making.
